POSITION SUMMARY:

The primary function of this position is to provide contractor administrative support to the military Command Language Program Manager (CLPM) for maintenance of the linguist skills database, specifically Individual Language Training Plans (ILTPs.)

ESSENTIAL DUTIES AND RESPONSIBILITIES:        

Specific duties may include, but are not limited to:

  • Manage the XVIII Airborne Corps and DOD language training program in support of FORSCOM and other authorized Government agencies and organization.
  • Manage instructors and staff supporting the program within the East and Central regions.
  • Communicate with and update the Senior Leadership and COR on the status of the program.
  • Submit monthly and quarterly reports outlining progress, problems, and contemplated changes in the program.
  • Establish and maintain office files and directives of interest to the Command Language Program.
  • Complete monthly invoice drafts for billing to the USG.
  • Review and approve employees' timecards on a weekly/biweekly basis.
  • Monitor students' participation and performance and establish common linkages to enhance the program.
  • Screen/interview potential candidates to support different positions within the program; Ensure the new employees' smooth transition into their job.
  • Process large volumes of correspondence to meet critical schedules of the Command Language Program.
  • Compose a wide-range of administrative correspondence for Command Language Program, to include but not limited to Letters of Recommendations and Performance Evaluations.
  • Receive and review all correspondence relating to calendar and travel requirements for the Command Language Program.
  • Receive and process all correspondence from the CLP coordinators as pertains to the Command Language Program.
  • Conduct instructor observations to ensure they meet the standards and expectations of the Department of Defense and the CLP. 
  • Coordinate and manage instructor meetings and CLP coordinator conferences.
  • Ensure that lesson plans are being developed and implemented for each new class.
  • Review instructor lesson plans regularly and provide feedback, as needed.
  • Review instructors' learning materials and provide feedback regularly.
  • Establish a system to monitor deliverables, such as, Lesson Plans, Pre service, and In Service training, attendance sheets, and other deliverables, as required.
  • Establish a system to monitor and track student pre and post training scores, when available.
  • Establish a system to collect and track student learning styles.
  • Establish a system to collect and process students' and instructors' course feedback.
  • Ensure necessary pre-service documents and screen instruments, such as NACI, pre-service training, security training documents, I-9 are completed prior to service.

QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIRED

The Program Manager shall have:

  • Minimum of a Master's Degree (MA) in Second Language Acquisition, Cultural Anthropology, Cross-cultural Communication, Instructional Design, or a related field of study; OR
  • A Bachelor's Degree in (a) Foreign Language (with teaching concentration), Second Language Acquisition, Cultural Anthropology or Cross-cultural Communication, or Instructional Design or a related field of study; AND five years of adult education experience.
  • Minimum of five years of demonstrated managerial experience dealing with personnel and program/project management.
