POSITION DESCRIPTION: Gather financial and non-financial information and gain an understanding of processes to be able to create documents to illustrate financial data, concepts, transportation policy analysis, and/ or business processes. This may include but is not limited to drafting summaries, creating flow charts, performing research, creating PowerPoint presentations or process mock-ups.
Collaborate with members within the Office of Work Program and Budget and conduct process interviews to create documents or analysis. Review other Office of Work Program and Budget processes to determine if there are any gaps or opportunities to improve processes. Create knowledge management documents for the Office of Work Program and Budget. Duties include development of white papers, business process modeling, and PowerPoint presentations.
Develop, document, and maintain business processes within the Office of Work Program and Budget. Gather and document business process requirements at various levels as needed and provide staff process components. Maintain documentation repository providing accurate resources for office staff. Provide recommendations on activities and products used to create, record, display and maintain knowledge management documents for retrieval. Assist with legislative bill tracking and preparing bill analyses during the state’s legislative session.
KNOWLEDGE, SKILLS AND ABILITIES: Skill in the use of Microsoft Office Suite including Word, Excel, PowerPoint, OneNote, Outlook and OneDrive. Skill in the creation of flowcharts, data relationship diagrams, data flow diagrams, context diagrams and other related diagrams. Skill in preparing and presenting information verbally or in written form. Ability to maintain productive relationship with Subject Matter Experts. Ability to capture in writing information provided in verbal interviews. Ability to analyze data issues, develop reports and make recommendations. Ability to learn the Department’s Financial Management (FM) System. Ability to solve problems arising during implementation of policies and procedures. Ability to learn the Department’s budget process and production management processes. Ability to interpret and apply rules, laws, and policies to day-today work. Ability to interpret data and synthesize into understandable instructions.
MINIMUM QUALIFICATIONS: Two year of professional work experience in finance, financial analysis, economics, public administration, business administration, policy analysis, financial modeling, accounting, statistics, transportation or work program development. Post-secondary education may substitute on a year-for-year basis for the required experience.
