Project Overview

Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for the Ontario Line Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two key PPP Contractors (Project Cos) and other Contractors for the balance of the scope. The project interfaces with both the City of Toronto (COT) and Toronto Transit Commission (TTC). Bechtel form a key component of the overall Integrated Project Delivery team (comprising the customer, Metrolinx; the Technical Advisor, and Bechtel as the Delivery Partner).
Position Summary
The COT/TTC Coordination Manager is responsible for coordinating all delivery elements concerning the interface between the Ontario Line Project and COT/TTC to ensure complete and timely delivery of interface information is exchanged between the multiple PPP Contractors, stakeholder and COT/TTC.

Responsibilities
Supporting the PIIM on all interface related issues between Project Cos, TAs, Customer, and COT/TTC
Monitoring and maintaining the backlog of open transmittals and correspondences between the OL project and TTC
Coordinating with OL Lead Technical Reviewer (and Engineer of Record, as required) to support the timely disposition and closure of open items
Liaise with the Metrolinx PLA team for permitting tracking and status
Accountable for monthly dashboard reporting to stakeholders
Chairing the weekly coordination meetings
Zippering with the relevant COT and TTC Directors and MX Project Managers and Directors.
Support in the facilitation of interface meetings between Project Cos, TAs, Customer, and COT/TTC including tracking of milestone dates for relevant meetings
Supporting the execution of the governance structure and meetings calendar
Support the development and tracking of risks associated with project delivery and the COT/TTC interfaces
In collaboration with the rest of project team, provide advice on contract management and COT/TTC interface issues
Review project schedules for consideration of interface requirements so that deliverables are provided in a timely manner across the program
Create, maintain, and constantly attempt to improve project development, interfacing, and implementation processes
Work with the TA to tie together the COT/TTC interface processes, reviews, and constructability
Assist the Sponsors Office in resolving interface issues brought up by COT/TTC.
Provide support to Project Delivery Teams for coordinating capital efforts between Ontario Line Works and conflicting COT/TTC projects.
Work closely with Document Control teams to ensure the smooth submission of packages for COT/TTC review.
In support of Schedule 10, work with the Contractors to:
Review the deliverables list to COT and TTC
Monitor the performance of permit applications to the COT
Review the PCo packaging submittal list and understand dependencies
Track, monitor, assess the exchange dates and align with the project schedule (for a specific area)
Consolidate the quality of the Integration Submittals and capture data (maintain a quality performance factor)
Qualifications and Skills
Basic Qualifications
Level 1:
Bachelor's degree from an accredited university or Minimum of 7 years’ experience working in the rail industry and/or large-scale infrastructure projects; or an equivalent combination of education, training and/or experience.
Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
Intermediate skills in Excel, Word, PowerPoint, and PowerBI.
Level 2:
Bachelor's degree from an accredited university or Minimum of 8 years’ experience working in the rail industry and/or large-scale infrastructure projects; or an equivalent combination of education, training and/or experience.
Demonstrated ability to lead a complex interface through technical resolution, stakeholder management,
Demonstrated ability to independently zipper with senior management and senior external stakeholder representatives
Excellent technical writing, data management, verbal communication, presentation, and teaching skills.
Advanced skills in Excel, Word, PowerPoint, and PowerBI.
Additional Qualifications
Experience working with municipalities and rail operators.
Successful track record of interface management on a major, multidisciplinary, project
A firm understanding of rail engineering procedures, principles, and concepts.
Experience working with teams and stakeholders in the development and delivery of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects
