Job Description
To lead the implementation and sustainment of GIS and associated applications in support of Water Asset Management.
Major Responsibilities:
Utilizes Feature Manipulation Engine (FME) Form and FME Flow to extract, transform and load data of various formats.
Develops maintains, and supports geospatial databases and management systems. Coordinates data access procedures, and assists with the implementation of geospatial data linkage in divisional applications.
Reviews and tests applications and "off the shelf" software products and makes recommendations for usage.
Develops and improves customized programs and applications dedicated to geospatial data access and processing.
Works with divisional and corporate partners on integration of divisional geospatial data with the enterprise geospatial data repository.
Works with project teams on the design, development and implementation of conceptual, logical, and physical data models and the integration of geospatial information within each.
Maintains knowledge of both current and emerging GIS products and technology. Provides support to corporate and divisional initiatives related to data and spatial applications including strategies, policies, standards, and procedures.
Facilitates requirements for geospatial products and support by using geospatial data and technology.
Obtains and incorporates data from internal/external sources to support divisional data requirements.
Participates in the evaluation and testing of geospatial tools.
Assists with the integration of new desktop and web GIS technologies.
Provides support in the interoperability of data between geospatial information systems and data management systems.
Coordinates and maintains the Laserfiche document management system, license upgrading, vendor and technical support, and invoice processing.
Provides technical advice and troubleshooting for geospatial data and technology issues.
Develops and maintains, technical and procedural documentation in relation to asset digitization, capital planning & programming, and decision making models, i.e.SOP and QA/QC processes.
Provides training and support to end users on GIS and geospatial databases.
Coordinates geodatabase version, registering/unregistering, referencing, datatype and project conversions, and transformations.
Administers ArcGIS licenses and provides support in license downloading, authorization/de-authorization, switch, upgrade, and troubleshooting.
Prepares or assists in the preparation of REOI/RFQ/RFP.
Provides support in modelling, studies, capital planning and programming.
Provides support to Distribution and Collection staff in Operations & Maintenance programs.
Provides statistical analysis and trending/charting of Toronto Water asset inventory.
Key Qualifications:
Your application must describe your qualifications as they relate to:
Post-secondary education or diploma in GIS, Computer Science or related discipline from a recognized institution, or equivalent combination of education or experience.
Extensive experience of Geographic Information Systems (GIS), Spatial Databases, ArcSDE geodatabases, or relational databases.
Considerable experience with ArcGIS Pro, ArcMap or ArcGIS Online.
Experience in performing geospatial data analysis, compilation, organization, interpretation and dissemination.
You must also have:
Extensive experience with FME Flow and FME Form
Extensive knowledge of computer application software such as Microsoft Office Suite (Word, Excel, Access, PowerPoint, etc.) or equivalent.
Ability to read and interpret digital or hard copy engineering drawings and documents (e.g. as-built plans, engineering surveys and contract specifications).
Extensive practical knowledge of databases, SQL, and queries. Ability to participate in and operate as a fully accountable member of a multidisciplinary work team.
Analytical and problem solving skills and ability to communicate both orally and in writing and develop solid internal and external work relationships. Ability to plan, prioritize, organize and work with minimal supervision.
Experience in the development/ integration, support and maintenance of software applications for asset management systems, work management systems, spatial data collection, data extraction and reporting, GIS analysis and metadata input and maintenance.
Ability in using Web Map Services, geocoding tools and reusable software components available from the Enterprise Geospatial Environment.
Ability to work with various project teams in the development and implementation of conceptual, logical and physical data models and integration of geospatial information.
Strong analytical and problem solving skills.
Excellent interpersonal, oral and written communication skills to provide troubleshooting support, technical documentation and reports on problems and effectively dealing with all levels of management and staff.
