ManTech’s Human Space Flight Support (HSFS) team is integrated with and directly supports the First Air Force Detachment 3 (1AF Det 3) mission of HSFS for all National Aeronautics and Space Administration (NASA) crewed space programs - Soyuz, Artemis and Commercial Crew - across the Planning, Training, Execution, and Sustainment phases of the HSFS mission.

Currently, ManTech is seeking a motivated, career and customer-oriented Financial Specialist to join our team at Tyndall Air Force Base (AFB), Florida.

The candidate shall support work on-site at Tyndall AFB and serve as the financial point of contact for day-to-day budget and financial tasks associated with approximately $10M O&M funds and $10M in NASA reimbursable fund activities in support of DoD Human Space Flight Support (HSFS) mission planning and coordination responsibilities.

Responsibilities include, but are not limited to:

  • Work with unit and Headquarters budget office counterparts to obtain, monitor, and track organization funds.

  • Work closely with supervisors, managers and/or project managers in utilization of resources, resolving problems and determining funding/resource requirements.

  • Compile funds and make recommendations for development and implementation of procedures for financial management and budgeting functions.

  • Participate as a member of the Financial Working Group and make priority recommendations.

  • Review and analyze budget requests submitted by organizational activities to ensure consistency, accuracy, and adherence to instructions.

  • Research, consolidate and summarize budgetary data from source documents, automated budgetary systems, accounting records and reports for use in preparing budget estimates/plans.

  • Interpret source information and properly apply it to the budget.

  • Prepare and track commitment and obligation documents such as Purchase Requests, Military Interdepartmental Purchase Requests (MIPRs), contracts, Miscellaneous Obligation Document Records (MORDs), project orders, Journal Vouchers (JVs) and other related financial documents.

  • Review financial data in the Defense Enterprise Accounting & Management System (DEAMS) and Legacy systems.

  • Routinely update 1 AF, Det 3 staff on execution plan data, spend plan data, Unfunded Requirements, 80/20 obligation mandates, and end of year reporting requirements.

  • Consolidate financial data and UFRs provided by 1 AF, Det 3; support 1 AF, Det 3 personnel by providing report input in the development of the Commander’s financial portfolio.

  • Track financial data provided by 1 AF/FM and support management in the preparation of reports and presentations utilized for recurring 1 AF, Det 3 meetings and quarterly Financial Working Groups (FWG) and Financial Management Boards (FMB).

  • Coordinate with 1 AF/FM to collect routine and periodic FM reporting requirements and provide information for 1 AF/FM metrics.

  • Collaborate with 1 AF, Det 3 and NASA finance personnel to consolidate financial data, prepare documents and presentations for use during monthly budget activity meetings with NASA programs.

Basic Qualifications:

  • Must possess at least 5 years of experience in DoD financial management that relates directly to the responsibility task list.

  • Must possess a current Financial Management Certification Level 1 and maintain that certification for the duration of the contract.

  • Possess a working knowledge of the Automated Data Processing Systems to include Defense Enterprise Accounting & Management System (DEAMS), DFAS Transaction Interface Module (DTIMS), Financial Management Suite (FM Suite), General Accounting and Finance System/Report (BQ/GAFS-R), Wide Area Work Flow (WAWF), Microsoft Office Suite, Adobe Pro, Defense Travel System (DTS), and Obligating Adjustment Reporting System (OARS)

Preferred Qualifications:

  • Possess at least 10 years of experience in DoD financial management that relates directly to the responsibility task list.

  • Must possess a current Financial Management Certification Level 2 and maintain that certification for the duration of the contract.

  • Possess and expert knowledge of the Automated Data Processing Systems included in Basic Qualifications (above).

  • Be trained in Air Force Strategy, Planning, Programming, Budgeting and Execution course (or other Service equivalent).

  • Possess strong interpersonal skills, be very adaptable to change and have excellent oral and written communication skills.

  • Ability to work with a diverse group of contractor and Government employees.

  • Some travel may be required for this position.

  • Self-motivated.

Security Clearance Requirements:

  • Must be able to obtain a Secret security clearance.

Physical Requirements:

  • Must be able to remain in a stationary position 50%.

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.

  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
