Description

What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:

  • A general salary increase (GSI) of 3.5% effective December 22, 2024.

  • Educational Incentive – An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, OR 5% for completion of a graduate degree.

  • Flexible Workweek – A compressed work schedule (e.g., 9/80 workweek) may be available for some positions.

  • Vacation Accrual – New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

  • Vacation Leave Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

  • Sick Leave – Full time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

  • Health Plans – You are afforded an annual flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.

  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care expenses.

  • Pension Plan – Participation in County’s defined benefit pension plan, which has reciprocity with CalPERS.

  • Holidays – 12 paid days per year which includes a scheduled floating holiday.

The Department

The Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

The Position

The Information Systems Programmer Analyst (ISPA), under direct supervision, develops procedures, writes, tests, implements, maintains application programs, and performs varied Geographic Information Systems work utilizing a variety of GIS equipment.

The Ideal Candidate

The ideal candidate will have four (4) or more years of recent experience using ESRI Geographic Information Systems (GIS) software; editing, managing, and analyzing GIS data in geodatabases ; experience with GIS application development and implementation of related technologies, and working collaboratively with external and internal customers.

The Information Systems Programmer Analyst is represented by the Service Employees International Union (SEIU), Local 721 and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies for this position only. There are currently three (3) Regular, Full-time vacancy within the Information Technology Services Department.

TENTATIVE SCHEDULE

OPENING DATE: Tuesday May 14, 2024

CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

Examples Of Duties

Duties may include but are not limited to the following:

  • Performs data architecture and management activities to support map services, feature services, and applications data requirements;

  • Designs and develops logic for individual programs or program systems; defines computer controls and input/output specifications;

  • Codes, tests, and refines computer programs; sets up operations procedures, documentation, and production schedules;

  • Constructs standard base maps and maps for annexation boundaries, election precincts, rights-of-way, and underground utility lines using a GIS system;

  • Researches and compiles information from tract maps, record of survey maps, parcel maps, field notes, as-built drawings, and other legal descriptions to determine centerlines, right-of ways, boundaries and other informational databases;

  • Assists in spatial analysis and coordinates project development and system maintenance requirements with users, and operations staff;

  • Direct involvement in the ongoing maintenance of established computer programs and systems, including first level support of resolution of system problems;

  • Maintains proper file systems to ensure integrity of the data;

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING AND EXPERIENCE

Considerable current programming and data management experience which has led to the acquisition of the required knowledge, skills and abilities.

Additional years of experience may substitute for education on a year-to-year basis and vice versa.

NECESSARY SPECIAL REQUIREMENTS:

  • Four (4) years working experience with ESRI ArcGIS system applications;

  • Four (4) years editing, managing and analyzing GIS data;

  • Two (2) years creating and supporting content in ArcGIS Online or ESRI Enterprise Portal

  • Possession of or ability to obtain a valid California driver license;

  • Ability to travel within Ventura County to conduct studies or troubleshoot;

  • Ability to work long hours to resolve production problems or meet project deadlines;

  • Ability to work nights, weekends, and holidays on an on-call basis;

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

DESIRED:

  • Developing web GIS applications using ESRI ArcGIS Experience Builder, Software Developer Kit or VertiGIS Studio;

  • Creating solutions and administering users in GIS Enterprise Portal or ArcGIS Online.

  • Knowledge of GIS programming and scripting languages Python, SQL, JSON;

  • Interpreting survey notes and other related records to construct reports and graphic displays;

  • Cartographic design skills;

  • Interpreting spatial data and performing spatial analysis,

  • Bachelor's degree or higher in Geographic Information Systems, Geography, Information Systems, Computer Science or a related field.

KNOWLEDGE SKILLS AND ABILITIES:

Working knowledge of and experience in basic methods and techniques used in:

  • Analysis, development, and implementation of computer application programs;

  • Gathering and documenting department business requirements.

Thorough knowledge of:

  • GIS applications including but not limited to, ESRI, ArcGIS Online, ArcGIS Portal, VertiGIS, and Geocortex (or similar web mapping platform)

  • Principles and techniques of file management, application development, server administration, data flow/structure, system flow/control, decision tables and data dependencies.

Working abilities to:

  • Analyze complex procedures/data and develop logical conclusions;

  • Develop plans and achieve objectives;

  • Design and interpret diagrams representing computer processes;

  • Code, test and implement application programs;

  • Prepare system and program documentation to department standard;

  • Communicate effectively orally and in writing;

  • Maintain effective working relationships with customer departments and internal staff members.

TRAINING & EXPERIENCE EVALUATION:

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION – 100%:

A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
