SUMMARY: Under general supervision assists the Water Superintendent with plan/design reviews, the day to day technical and financial operation and maintenance of Trumbull County owned and operated public water systems. Assists with the Backflow Prevention Program, supervising, training, problem solving, handling personnel problems and customer complaints through the application of fundamental engineering principals, studies and develops new and improved operating procedure for water distributing. Assists the Water Superintendent with maintenance requests and needs at the Vienna Administration building.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.
50% Assists the Water Superintendent directing daily Water Distribution system operations and maintenance/repairs for all County owned Public Water Systems. Including overseeing subcontractors, addresses complaints and resolves problems, recommends equipment purchases, policy changes, staffing needs and new programs. Purchases operation/maintenance material for water distribution systems. Includes inventory control/supply meters and laboratory equipment, etc.
25% Analyzes efficiencies of Water Distribution Systems and recommends improvements, replacements, issues press releases and conducts studies and investigations related to water distribution. Prepares reports and letters to US EPA, Ohio EPA, TCSE department and others. Oversees water related programs and acts as project manager for water distribution projects. Prepares statistical analysis and engineering studies as needed. Review water drawings/water taps and recommends changes as necessary as well as technical comments. Performs recommended general unlicensed surveying when necessary and when licensed surveyor is not required.
10% Serve as Backflow Coordinator, HAB (Harmful Algal Bloom) Coordinator, OUPS (Ohio Utility Protection System) Coordinator, Asset Management / Valve Exercising Coordinator.
10% Assists the Water Superintendent with annual budgets for water districts, reviews and signs all bills for utility purchases/operation and maintenance, material & supplies, subcontractor bills. Prepares bills for reimbursements, etc. (hydrant meters, accidents, and damage claims)
5% Attends meetings and represents the department as needed.
