Vectrus Communications O&M Supervisor in Kuwait

Overview

This position will be physically located in Kuwait in support of LOGCAP

Under supervision of the Telecommunication Projects Manager the Communications O&M Supervisor is responsible for the management, support, and welfare of personnel assigned to the Communications O&M section. Provides management, organization, and execution of the Information Management Department policies, procedures, goals, objectives, quality initiatives and oversite of the IMD O&M section.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Manages the technical, operational, and administrative responsibilities of the IMD Communications O&M section.

  • Responsible for the direction, performance, and appraisals of the personnel assigned to the Communications O&M section.

  • Interfaces with designated government representatives and/or other contractor elements to assure smooth operations and compliance with government directives, standards, and needs regarding O&M.

  • Develops and manages Internal Operating Procedures to assure branch/section compliance with contractual requirements and commitments.

  • Enforces and manages branch/section policies and procedures to maintain compliance with Vectrus Quality Objectives. (5%)

  • Enforces policies and procedures to improve maintenance, testing techniques, and operational characteristics of the branch/section, to reduce backlogs and improve work operations.

  • Assures all aspects of personnel management, as directed by the Information Management Directorate, are complied with. (5%)

  • Interfaces with the applicable Kuwaiti Ministries to assure the communications requirements, pertinent to the responsibilities defined in the PWS, meet with the contracting authority’s expectations.

  • Performs other duties as required.

Qualifications

  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

  • Bachelor degree in Telecommunications, Electronics, or business related discipline or a combination of equivalent education and/or on-the-job experience.

  • Formal training in basic electronics repair desired

  • Certification from professional telecommunications organizations and/or telecommunications/networking equipment providers highly desired; i.e., Cisco, Avaya, Building Industry Consulting Services International (BICSI), Electronic Technician Association (ETA), International Certification Accreditation Council (ICAC).

  • Ability to obtain host nation driver license.

  • Must be Secret Clearance eligible and/or ability to obtain a Secret Clearance.

  • A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.

  • Experience:

  • Minimum 5 years’ experience managing military and/or civilian telecommunication infrastructures to include engineering, project management, deployment, and maintenance of complex voice, data, radio communications, and/or LAN/WAN communications infrastructures.

  • Customer service background and experience required.

  • Knowledge of basic communications and electronics theory; satellite, wireless and data communications; and CATV/broadband communications basics

  • Knowledgeable in US and International Telecommunication and Networking practices and procedures; to include, but not be exclusive of, EIA/TIA, International Standards Organization (ISO), and Building Industry Consulting Services International (BICSI).

  • Skills:

  • Capable of effectively communicating technical information in English, both written and verbal

  • Customer service training

  • DOD Information Assurance Awareness Training

  • Cross Domain Violation Training

  • Information Assurance Security Officer (IASO)

  • Must have high-level organizational and planning skills

  • Supervisory Skills:

  • Manages an area of up to 25 employees

  • Working Conditions:

  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well.

  • Physical Requirements:

  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies
