Summary The Human Resources (HR) Specialist (Classification) position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center, Human Resources Division, Human Resources Operations. The purpose of the position is to provide expert level technical classification and position management advice and services to NRCS. NRCS employs approximately 12,000 employees in 2900 offices throughout the country. Responsibilities Serves as advisor and consultant providing recommendations and alternatives to assist management with position management and classification to best meet the mission and organizational efficiency and effectiveness. Advises management on the accepted principles and rules of judgment in analyzing contentious and complex individual position and organization structure issues. Provide critical support to employees at all levels (senior leaders, managers, supervisors, employees, vendor partners, etc.) Works with top managers to resolve critical and controversial problems involving position management, classification consistency, adverse classification decisions, or pay administration. Identifies and coordinates the resolution of position and organizational issues in classifying positions and establishing new or revised position descriptions. Develops and communicates internal classification policies and procedures. Prepares, classifies, evaluates, and develops individual and standard position descriptions (PDs) for occupations in the General Schedule (GS). Develops a process that supports consistently applying classification guidance across an organization. Requirements Conditions of Employment Qualifications Specialized Experience: To qualify for the GS-14, you must possess one year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as performing, preparing, classifying individual and standard position descriptions (PDs) for occupations in the General Schedule (GS) and serving as a subject matter expert on routine to complex issues concerning classification, position management and conducting desk audits and specialized reviews for reorganizations and reorganization implementations. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-13) in the normal line of progression for the position being filled. Applicants must meet all qualifications and eligibility requirements by the 09/19/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education IS NOT applicable at the GS-14 grade level and cannot be used as a substitution for experience.
