Summary About the Position: This position is with the ASC Civilian Human Resource Service Center. ELIGIBLE FOR REGULAR AND RECURRING TELEWORK. REMOTE WORK OPPORTUNITY MAY BE AUTHORIZED. Salary will be determined/set at time of selection. Responsibilities Uses detailed analytical methods to identify and find appropriate HR solutions. Recommends in-depth alternative with impact analyses to management to find appropriate HR solutions. Distinguishes well qualified applicants. Takes all appropriate steps and action to appoint, promote, detain, reassign, demote, transfer, RIF, etc., in accordance with established policies, regulations and program goals. Advises management on special programs, recruitment, relocation, and retention incentive programs. Provides guidance on merit system principles, prohibited personnel practices and development Manages and maintains full visibility over all RPAs from cradle to grave. Advise/assists in all stages of the recruitment process. Develops long and short range staffing plans to meet forecasted reorganization proposals. Specialized Experience for GS11 Level: One year of specialized experience which includes providing management advisory services on recruitment, and placement actions of federal civilian positions; preparing vacancy/job opportunity announcements for federal civilian positions, determining applicant eligibility and qualifications, and rating applicants for referral; conducting job analysis on a wide variety of civilian positions; and monitoring, tracking, and coding federal civilian personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Business, Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS12 level: One year of specialized experience includes: performing full range of federal civilian recruitment and placement; providing advisory services in recruitment and placement program activities; utilizing automated human resources systems such as USA Staffing and Defense Civilian personnel Data Systems (DCPDS); creating job announcements to distinguish truly well qualified applicants and issue referral certificates; processing actions in accordance with established laws and regulations; extracting and analyzing personnel reports, and conducting internal audits of personnel actions to ensure compliance with regulatory and legal requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement for GS11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next second grade or equivalent (GS-09). Time in Grade Requirement for GS12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
