Summary The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations. Responsibilities As a Human Resources Specialist (Staffing and Placement) some of your typical work assignments may include: Providing day-to-day recruitment and placement services for assigned components. Consults with supervisor and management on recruitment strategies, sources, and special programs Providing guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Screens requests for personnel action and related documents for completeness and accuracy, obtaining additional information as necessary. Providing briefings, presentations and/or conducts training to various types of audiences at all levels. Studies and advises managers and supervisors on recruitment and staffing requirements, resources, and problems in assigned activities. Providing managers and employees with information and interpretations of the organization's HR policies, procedures, and guidelines when the issues addressed require limited interpretation. Providing advice and assistance to supervisors, employees, and personnel lists on basic management employee relations; matters such as: performance issues, leave, pay, hours of work, and work schedules. Identifying long and shortrange personnel needs based on review of such factors as past and expected turnover, availability of candidates/labor market, career development patterns, and reorganization proposals. Remain abreast of latest HR developments and practices that may streamline processes and produce a more productive and efficient approach to support management's HR requirements. Specialized experience at this level includes: Performing HR functional area of recruitment and staffing including drafting job analysis, vacancy announcements, pay-setting and coding personnel actions; Performing applicants qualification analysis, eligibility determinations and issuing certificates of eligible; Providing advisory services for recruitment and HR staffing concepts, laws, policies, OPM regulations and practices. Providing strategic advice and advising management of hiring flexibilies for Merit Promotion and Delegated Examining; Utilizing human resource data systems(s) and applications to enter and analyze personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. OR Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.OR Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-12 level, you must meet the following: Specialized Experience: You must possess at least one (1) year of specialized experience equivalent to the GS-11. Performing the full range of tasks in the HR functional area of recruitment and staffing including drafting job analysis, vacancy announcements, pay-setting and coding personnel actions; Performing applicants qualification analysis, eligibility determinations and issuing certificates of eligible; Developing, administering, implementing and assessing various human resources management policies, programs, processes for recruitment and HR staffing concepts, laws, OPM regulations and practices; Providing strategic advice and advising management of hiring flexibilities for Merit Promotion, Delegated Examining and various excepted service authorities; Conducting workforce planning and development, position management and classification; Utilizing human resource data systems(s) and applications to enter and analyze personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. To qualify for this position at the GS-13 level, you must meet the following: Specialized Experience: You must possess at least one (1) year of specialized experience equivalent to the GS-12. Performing the full range of tasks in the HR functional area of recruitment and staffing including drafting job analysis, vacancy announcements, pay-setting and coding personnel actions; Performing applicants qualification analysis, eligibility determinations and issuing certificates of eligible; Developing, administering, implementing and assessing various human resources management policies, programs, processes for recruitment and HR staffing concepts, laws, OPM regulations and practices; Providing strategic advice and advising management of hiring flexibilities for Merit Promotion, Delegated Examining and various excepted service authorities; Utilizing human resource data systems(s) and applications to enter and analyze personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. Conducting workforce planning and development, position management and classification; Serves as a mentor for junior HR Specialists and provides technical guidance to staff on various assigned projects, as required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 05/24/2024 of this announcement.
