General Hybrid Work Statement:

This opportunity is a hybrid opportunity allowing for flexibility between virtual and in-person work subject to the Authority’s telework policy.

Marketing Statement:

Come be an integral part of Metro's Safety Team as a Safety Investigator. This position is a key member of the Safety Assurance division, established to implement a robust Safety Management System (SMS). The Safety Investigator conducts comprehensive investigations for all transit modes offered at WMATA, including rail, bus, paratransit, maintenance, and public facilities, to determine the root cause and contributing factors of safety events. The Safety Investigator partners with operational departments to develop recommended corrective actions to effectively mitigate the risk of incident reoccurrence. Investigative experience, knowledge of safety regulations and transit operations, strong technical writing and editing abilities to ensure technically sound, action-orientated investigation reports are desired skill sets.

Minimum Qualifications:

Education

  • Bachelor’s Degree in Engineering, Systems Management, Safety Management, Accident Investigation, or related field of study.

  • In lieu of a bachelor’s degree, a high school diploma or general education diploma (GED) and four (4) years working in an operationally complex environment, coordinating investigation or inspection activities in a manner that drives performance and results, in addition to the Experience requirement referenced below will be considered.

Experience

  • A minimum of four (4) years of experience with auditing, inspection, data management, OSHA compliance in support of high reliability operations.

Certification/Licensure

  • Valid Driver’s License

  • Roadway Worker Protection (RWP), Level 2 within one month of hire

Preferred

  • Experience in multiple settings and organizations participating in investigation activities of safety events.

  • Demonstrated leadership experience working in any variety of high reliability operations

Mission Essential Designation:

  • In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary/Duties:

The Safety Investigator conducts comprehensive investigations for all transit modes offered at WMATA, including rail, bus, paratransit, and public facilities to determine the root cause and contributing factors of safety incidents. The Safety Investigator partners with operational departments to develop recommended corrective actions required to effectively mitigate the risk of incident reoccurrence. The incumbent prepares comprehensive incident/accident reports and ensures timely submittal to the State Safety Oversight Agency (Washington Metropolitan Safety Commission).

ESSENTIAL FUNCTIONS

  • Conducts detailed investigations and prepares comprehensive investigation reports for all operational modes (i.e., Bus, Rail, Paratransit), maintenance and infrastructure activities, and injury incidents for both customers and employees. Identifies the leading causal factors and root cause of accidents/incidents, and develops, in coordination with operational departments, recommended corrective actions that address the contributing and root causes of the incident.

  • Conducts data trending and analysis as part of the investigation process, incorporating all data feeds as potential sources of information that would support root cause identification (e.g., training records, past events).

  • Strengthens the relationship with the State Safety Oversight Agency (Washington Metrorail Safety Commission) and other regulatory authorities.
