Description of Work

NC25 Salary Range: $83,746-$188,429

This position is one of two Deputy Directors in the Division of Planning and Programming and oversees the Programs Management Office, Schedule Management Office and Project Management Unit within the Division.

The Programs Management Office provides the Department with dedicated non-DOT let project management and development and management of special and municipal agreements statewide, including federal discretionary grants, and oversight of other Program functions including but not limited to engineering and policy changes, federal discretionary grant agreements/reporting and other special reporting. They are also responsible for producing Board of Transportation Item O for Special and Municipal Agreements.

The Schedule Management Office (SMO) partners with business units across the Department to provide schedule oversight and reporting to improve delivery of NCDOT projects, programs and services. In addition, the SMO manages the NCDOT’s project schedules in SAP by providing support and technical assistance, incorporating business process changes, and developing policy and procedures for its use. This consists of the Project System module in SAP, the Business Warehouse (BW) and several web-based scheduling applications. Additionally, this Unit manages the 12 month tentative let list.

The Project Management Unit is responsible for the funding of the State Transportation Improvement Program (STIP) projects after STIP is adopted by the Board of Transportation and approved by FHWA. They provide accurate records of all funding authorization activities such as Preliminarily Engineering, Right of Way, Utilities, and Construction ensuring all state and federal project development regulations and laws have been met prior to initiating funding. They also develop, monitor and maintain accurate project funding based on Highway Functional Classifications and work closely with the STIP Units to maximize the available revenues. They are also responsible for producing Board of Transportation Agenda Items K (Highway Trust Fund authorizations) and M (Federal Fund authorizations). The Unit is also responsible for managing the Powell Bill Program that distributes state fund appropriations to eligible municipalities across the state to provide financial assistance for municipally maintained streets. They are also responsible for producing Board of Transportation Item P for Municipal Street System Changes.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Knowledge of civil engineering principles and practices pertaining to the planning and design of transportation infrastructure.

  • Knowledge of the state and federal laws and regulations regarding development of the STIP; especially the State’s Strategic Transportation Investments (STI) law; and federal and state funding sources and the restrictions on their use.

  • Knowledge of environmental assessment procedures, environmental impact analysis, various environmental permitting documents and NCDOT’s preconstruction/project development processes.

  • Knowledge of NCDOT internal organizational structure, business needs/objectives, budget, planning, and legal/public relations considerations.

  • Knowledge of Microsoft Office Suite and working knowledge of SAP.

  • Experience writing memos, reports, and e-mails that convey technical information and engineering concepts.

  • Demonstrated ability to verbally communicate with elected officials, citizens, and engineers to explain ideas and concepts.

  • Demonstrated ability to interpret policies, procedures, and laws and subsequently perform work in accordance with these policies, procedures, and laws.

Minimum Education and Experience Requirements

Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience. Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors
