Job Title: Research Program Manager

Job Summary:

This position is in support of the Department of Homeland Security (DHS) Federally Funded Research and Development Program Centers (FFRDC). The FFRDC mission is to advance technical and analytic capabilities to help keep America safe.

The Research Program Manager will act as the single point of contact (POC) for organizational task management. This role involves tracking all tasks under each capability and requirements analysis, managing the progress of contractor performance on all tasks, and ensuring the provision of quality and timely deliverables.

Responsibilities Include:

  • Developing and maintaining a comprehensive Project Management Plan (PMP) to drive effective task management strategies and methodologies

  • Fostering strong relationships with key stakeholders, including the Contracting Officer's Representative (COR), ensuring alignment with program objectives

  • Providing expert technical direction and oversight to deliver high-quality and timely deliverables in line with project requirements

  • Acting as a mentor and leader, offering guidance and support to junior staff for their professional growth

  • Embracing continuous learning and skill development within a dynamic government environment, leveraging exposure to cutting-edge technologies

  • Demonstrating adaptability and innovation in addressing challenges and exploring opportunities for process improvement

  • Conducting regular progress reviews with the COR to provide updates on milestones, performance metrics, and emerging issues

  • Preparing comprehensive monthly status reports, highlighting accomplishments and challenges with recommended solutions

  • Collaborating with cross-functional teams to develop detailed project plans and execute tasks efficiently and effectively

  • Overseeing all aspects of contract management, including budget reviews, staffing requirements, and coordination with subcontractors

    Required Qualifications and Skills:

  • Bachelor's degree from an accredited college or university

  • Secret clearance

  • 8+ years of experience in managing and executing complex or technical efforts

  • Experience providing advice and counsel to both government and support staff

  • At least 5 years' experience providing direct supervision of support staff's execution of job functions related the execution of the complex or technical efforts

  • Demonstrated capability to lead execution of multiple projects that involve the successful management of teams composed of technical and non-technical staff who have been involved in analysis, design, development, integration, training, testing, documenting, implementing, and maintaining solutions or technical tasks

    Desired:

  • Master's degree

  • 10+ years of experience in managing and executing complex or technical efforts

    Work Setting and Environment:

  • Monday - Friday, normal working hours

  • Work is to be performed remotely

  • Must be able to report onsite in the DC area for meetings
