Summary OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Government Information Specialist, you will: Perform research and analysis and evaluation of data submitted for inclusion or exclusion in response to simple, complex, and expedited requests for information. Negotiate with submitters and with requestors of records to find mutually acceptable solutions to release contract information. Interpret and apply laws, regulations, policies, and guidance to provide access to Federal agency records and information while ensuring protected information is appropriately disclosed. Communicate with VAOIG components to identify documents responsive to FOIA and PA requests. Compile information and provide input for response to congressional requests. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Applying FOIA Exemptions 1-7, federal laws, regulations, legal decisions, policies, procedures, or directives pertaining to the protection and release of Freedom of Information Act (FOIA); AND Coordinating and tracking FOIA requests while communicating with employees, management, other governmental agencies and the public; AND Collecting case documents to articulate justifications for decisions related to appeals and/or litigations. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Applying FOIA Exemptions 1-7, federal laws, regulations, legal decisions, policies, procedures, or directives pertaining to the protection and release of Freedom of Information Act (FOIA); AND Coordinating and tracking FOIA requests while communicating with employees, management, other governmental agencies and the public. OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination of Experience and Education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
