Maritime Administration Human Resources Specialist (Information Systems) in Washington, District Of Columbia

Summary This position is established to place employees; perform job analysis; and advise management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission. Ensure the effective management of human resource information systems (e.g., Castle System (CASTLE) for Time and Attendance and Telework, Federal Personnel Processing System (FPPS), Workforce Transformation Tracking System (WTTS) and Datamart (OAS). Responsibilities The Human Resources Specialist (Infor Systems) position is established to place employees; perform job analysis; and advise management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission. Additionally, the employee ensures the effective management of human resource information systems (e.g., Castle System (CASTLE) for Time and Attendance and Telework, Federal Personnel Processing System (FPPS), Workforce Transformation Tracking System (WTTS) and Datamart (OAS). MARAD is looking for an motivated and self-reliant individual who can share their experience in processing a wide variety of Human Resources (HR) actions that require utilizing an automated HR database system to analyze, extract, and integrate information and present HR data and reports. Also, being familiar with a federal government time keeping system is ideal. Requirements Conditions of Employment You must be a U.S.Citizen and eligible for consideration. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience in (1) established HR data standards; (2) data contained in HR information systems; and (3) established information technology principles sufficient to translate HR business practices into information system requirements and apply information technology principles to HR business processes. To qualify for the GS-09 on Education alone, You must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with HR concepts, laws, regulations, principles, and practices; as well as databases, higher-order programming tools and retrieval languages associated with the HR information system(s) and system capabilities, procedures, limitations, and retrieval options to: identify areas where automation can effectively eliminate labor-intensive HR manual systems or enhance current automation; gather requirements for subject processes and translate them into specific products that solve or improve HR issues; develop a project plan to resource, design, develop, test, integrate, implement, and maintain the proposed system improvements or enhancements; and develop programming specifications or documentation specifications. To qualify for the GS-11 on Education alone, You must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
