Summary The position is located in the Strategic Workforce Planning Office, Deputy CIO, Business Management and Planning Directorate (IRM/BMP/SWP), in the U.S. Department of State (DOS). The incumbent serves as the program manager for the Expanded Professional Associates Program Information Management (EPAP-IM). Responsibilities Responsible for directing, implementing, coordinating, and overseeing the Expanded Professional Associate Program for Information Management (EPAP-IM) on behalf of the Information Resource Management (IRM) Bureau. Provides Executive Summary status reports within ten business days of the close of each quarter, and prioritizes posts request. Serves in the capacity of a liaison and coordinator between various technical offices. Responsible for the office purchase card and inventory management of all Information Technology (IT) hardware and software. Monitors the Strategic Workforce Planning (SWP) staff for any potential security violations and provides quarterly reminders to staff on their security responsibilities. Provides guidance in design and development of new Web sites to staff and contractors. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail -Completing thorough and accurate work independently, even in the most difficult or stressful situations, and occasionally reviewing work completed by others. Customer Service -Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluations of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. Oral Communication -Conveying complex information or ideas to customers and key stakeholders; presenting information in a well thought out and convincing way, demonstrating confidence in the facts and ideas; using various methods to explain and convey information. Problem Solving -Solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs. AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing program effectiveness and providing recommendations. Experience developing and interpreting policies and procedures. Experience participating in projects. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
