Federal Highway Administration Lead Government Information Specialist in Washington, District Of Columbia

Summary This position is organizationally assigned to the Federal Highway Administration (FHWA), Office of Administration, Office of Information Technology Services. The FOIA Team Lead is responsible for management of the FHWA FOIA Program and providing programmatic support and advice to FHWA and U.S. DOT leadership in both Headquarters program offices and the field. Responsibilities As a Lead Government Information Specialist, you will: Consult with other agencies, DOT operating administrations, and the Department of Justice with respect to the FOIA regulations and individual FOIA requests. Work with the Administrative Staff members who assist with the processing of FOIA requests. Participate in Department-wide studies regarding FOIA implementation and makes recommendations to the agency FOIA Officer concerning management and operation of the agency’s FOIA program. Examine and evaluate FOIA requests and work with requesters on incomplete or overly broad requests. Administer the FHWA FOIA program and related tracking system in a manner that allows for efficient and timely information on the status of all FOIA requests. The ideal candidate for this position is a mid-career or senior professional with demonstrated experience and extensive knowledge of FOIA rules, regulations and procedures that supplies them with the skill to run an agency wide FOIA program. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience providing organizational level advice, assistance and policy guidance to action officers and senior leadership on Freedom of Information Act (FOIA) program matters. Experience leading and administering a FOIA program. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Information Management - Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
