National Transportation Safety Board Supervisory Safety and Occupational Health Manager in Washington, District Of Columbia

Summary This position is located in Office of the Managing Director, Occupational Safety and Health Management. The incumbent will serve as the Occupational Safety Officer responsible for supervision, development and direction of the agency occupational safety and health program to ensure safe working conditions for National Transportation Safety Board (NTSB) employees in the office and at the scene of accident investigations. Responsibilities As a Supervisory Safety and Occupational Health Manager, GS-0018-15, you will perform the following major duties: Oversees and manages a comprehensive safety and occupational health program within the broad framework of the National Transportation Safety Board (NTSB) goals and objectives. Reviews, develops, and modifies policies affecting safety and occupational health programs while ensuring the safety programs are in compliance with program laws, regulations, guidelines and agency policy. Serves as Chair/representative for the NTSB Safety Committees or Councils to monitor performance of safety and health programs and provide program operation advice to the Managing Director and make improvement recommendations. Establishes safety program goals, ensures that plans, schedules, activities, and deliverables for major safety projects are aligned with the stated objectives and requirements. Routinely conducts both agency-wide and accident scene hazard risk assessments to identify uncontrolled hazards and establish appropriate control methods to mitigate the hazards and to prevent or reduce the occurrence of accidents. Serve as the subject matter expert to develop, coordinate and maintain the agency's safety and occupational health training program, including identifying and incorporating educational materials for the agency's new employee orientation program. Physical Demands: During site visits while inspecting major accident investigations scene (s) the incumbent may be required to walk, stand, stoop, bend, carry, and similar movements, as well as agility, stamina, and dexterity. The above physical demands may be greatly increased and require extended walking. Work Environment: Work is primarily sedentary and performed in an office environment. However, transportation accidents inspections may require the incumbent to be exposed to a variety of weather conditions and other environmental discomforts, unforgiving topography, and debris hazards. Also, while risk assessments are made, appropriate mitigation measures taken, and personal protective equipment used, there remains the possibility of exposure to poisonous, explosive, or other hazardous materials associated with the accident sites to which the agency deploys. Therefore, the work may require irregular work hours, work at locations other than the official duty station, flexibility, and may include duties other than those specified in the employee's official position description. Travel: This position may require the incumbent to travel at unscheduled times outside of normal business hours to major accident investigation scenes and/or participate in launch conference calls at unscheduled times outside of normal business hours to support staff launching to the scene of an accident to provide onsite or remote safety guidance and assistance, conduct inspections and/or needs assessments and serve as a liaison with Employee Assistance Program (EAP) clinicians. Travel may last up to a week, night work, weekends, holidays and/or irregular duty hours. The incumbent may also be required to travel to transportation accident sites that require functioning under intense physical and mental stress due to the nature of the accident scene. Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. IN ADDITION TO MEETING THE ABOVE BASIC EDUCATIONAL REQUIREMENTS, APPLICANTS MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: MINIMUM QUALIFICATIONS FOR THE GS-15 LEVEL: You must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private, or public (local, county, state, Federal) sectors. Specialized experience is defined as: Experience managing a safety and occupational health program to include reviewing, developing, and modifying policies affecting safety and occupational health programs while ensuring the safety programs are following laws, regulations, guidelines, and agency policy. Establishing safety program goals to ensure major safety projects are aligned with the stated objectives and requirements. Conducting hazard risk assessments to identify uncontrolled hazards and establish appropriate control methods at an agency and accident scences. Experience as a Contracting Officer Representative (COR), justify program budget, track allocations, and manage expenditures in an automated system. Training workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subject and making suggestions regarding improvement recommendations.
