Naval Sea Systems Command FINANCIAL MANAGEMENT ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the AUXILIARIES AND SPECIAL MISSION SHIPBUILDING PROGRAM OFFICE (PMS 325) of PROGRAM EXECUTIVE OFFICE SHIPS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. Responsibilities You will manage overall development and preparation of assigned programs, financial and business documentation to support achievement of acquisition milestones. You will ensure integration of plans and concepts to manage business and financial aspects of the acquisition process. You will assist with direction on policies and procedures to use in developing financial forecasts, documentation and exhibits. You will lead the compilation, analysis and consolidation of program, budget and resource data in support of all phases of the Planning, Programming, Budgeting and Execution System (PPBES). You will analyze, verify and justify acquisition program data and resource requirements. You will ensure that responses to Congressional inquiries and data calls have traceability and are consistent with program positions, resource and acquisition history and reporting requirements. You will ensure position papers, budget justification, reclamas, data call responses, etc. are aggregated and presented to meet schedule and data call requirements. You will manage financial and business operations, from implementation and daily execution of oversight controls to reviewing, evaluating, measuring and tracking status. You will establish and implement systems and processes that allow comprehensive and timely responses to visits and audit inquiries while minimizing impact on program office operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-02 (GS-11) or grade level in the federal service or equivalent experience in the private or public sector executing and analyzing financial acquisition programs to ensure financial performance of obligations and expenditures meet mission requirements for an organization.
