Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimumqualifications for this position. The qualifications are:Promotional: One year of permanent competitive or 55-b/55-c service as an Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetics), Senior Engineering Technician, or Senior Engineering Technician (Soils).Open Competitive:Either 1. FOUR years of experience assisting in engineering or engineering technology, engineeringmanagement technology, architecture or architectural technology, environmental technology, landscapearchitecture/design, materials laboratory technology, drafting or surveying, AND graduation from high schoolor possession of a diploma issued by a recognized educational authority.Or 2. an associate's degree in mathematics, physical science, geology, engineering or engineering technology,engineering management technology, architecture or architectural technology, construction technology,landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics,electronics, or electronics technology AND TWO years of experience listed above in number 1.Or 3. a bachelor's degree in mathematics, physical science, geology, engineering or engineering technology,engineering management technology, architecture or architectural technology, construction technology,landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics,electronics, or electronics technology.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriateCivil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.If there are three or fewer qualified candidates interested in appointment to this position, a permanentappointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must bean employee of the Department of Transportation and have one year of permanent competitive service as aSenior Engineering Technician, SG-13.

Duties Description Duties include but are not limited to: • Serve as Project Manager for Locally Administered Federal Aid Projects and Coordinator for various Federal, State & Local programs. This includes managing the cost, scope and schedule of projects; facilitating project teams in an effort to achieve consensus for key project decisions and ensuring effective communication is occurring with all stakeholders (both internal and external). • Preparation of a range of documents and reports using the Microsoft Office suite of products. • Assist in various aspects of Capital Program development, updating, monitoring, and reporting including Oracle Primavera Portfolio Management (OPPM), Oracle Business intelligence (OBI) & P6 activities. • GIS Data input/analysis and map preparation using ARCGIS. • Prepare findings for supervisors, including recommendations and alternatives, demonstrating the rationale for conclusions and recommendations in final format. • Periodic field work to support different efforts within the office including, but not limited to data collection, traffic counts and site visits.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, whichmeans no examination is required but all candidates must meet the minimum qualifications of the title for whichthey apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will bechanged from temporary pending Civil Service Commission Action to permanent non-competitive and the officialprobationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPSwill have their non-competitive employment status converted to competitive status, without having to compete inan examination. Employees will then be afforded with all the same rights and privileges of competitive classemployees of New York State. While serving permanently in a NY HELPS title, employees may take part in anypromotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by aregional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.)Department of Education/Secretary of Education.
