Amentum ICITAP Armenia – Patrol Police Advisor in Yerevan, Armenia

ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

ICITAP-Armenia seeks a law enforcement professional with strong supervisory and working-level police patrol experience and expertise in police organizational reform.

JOB DUTIES AND RESPONSIBILITIES:

This position will require the following duties:

  • Engage in all facets of operations, supervision, and management of ICITAP Patrol Police programs in Armenia.

  • Apply in-depth knowledge of and experience in conducting training for management, supervision, and conduct of police patrol operations.

  • Share experience in change management with police organizations, Armenian government personnel, and ICITAP staff.

  • Provide verbal and written status updates and after-action reports on Patrol Police trainings, projects, and events.

  • Assess implementation strategy and coordinate as required with other international law enforcement donor efforts to ensure USG program cohesion.

  • Provide daily consultation if needed with the Ministry of Internal Affairs, Armenian National Police, and Patrol Police personnel on issues related to improving delivery of Patrol Police service to Armenian citizens.

  • Apply professional standards and internal affairs processes to develop standard operating procedures and oversee patrol police performance.

  • Assist with administrative tasks as required by the Mission Advisor.

  • Candidates must be willing to relocate to Yerevan, Armenia for an extended period.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Fifteen (15) years of law enforcement experience with at least ten (10) years of patrol/uniform experience.

  • Experience/certification as an instructor in topics related to patrol operations and supervision, mid-level management and/or executive leadership.

  • Command-level patrol experience within an agency of at least 75 sworn officers.

  • Experience in application of professional standards, inspections, and evaluations to guide training or disciplinary remedies.

  • Documented advanced report writing skills.

  • Documented ability to assess, evaluate, and produce written communications articulating necessary steps to address sustainable staffing, structure, policy, training, and equipment needs of a police agency.

  • Exceptional interpersonal skills to effectively work with ICITAP staff, host-country nationals, and other individuals and organizations from the international community.

  • Ability to operate windows applications, including Microsoft Word, Excel, PowerPoint, and Outlook.

  • Prior international experience and/or the ability to work effectively in a non-traditional US environment.

  • Clearable: Must be able to obtain and maintain a Public Trust US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Clearance.

DESIRED QUALIFICATIONS:

  • Knowledge of organizational change management implementation.

  • Experience in planning and delivery of diverse training to include leadership, management, patrol operations, and discipline. instructor development, curriculum development, testing and evaluation.

  • Experience in project management, planning, and strategic development

  • Excellent drafting and presentation skills

  • Ability to plan, develop, draft presentations, work plans, and proposals for targeted assistance designed for the Armenian National Police, primarily the Patrol Police

  • Previous field/mission experience

  • Knowledge of political developments in emerging democracies of the former Soviet Union.
